International cooperation within the framework of the EAEU is currently developing in the following formats: preferential and non-preferential trade agreements (concluded on behalf of the Eurasian economic Union) and memorandums of cooperation or interaction and other acts of an international nature (concluded on behalf of the Eurasian economic Commission).
The Eurasian economic Commission concludes memoranda of understanding and cooperation with foreign countries, regional associations and international organizations.The Memorandum of cooperation with the government of a foreign state is the best format to institutionalize the dialogue on the economic agenda in terms of issues within the competence of the EEC, as well as a universal negotiation platform that creates conditions for further deepening of bilateral cooperation.The memoranda cover almost all the activities of the EEC from phytosanitary measures to Antimonopoly regulation. There are such aspects of cooperation as cooperation in innovation (with Peru and Cambodia), information technology (with Singapore, Cambodia and Moldova). The Memorandum of cooperation between the EEC and the Republic of Moldova also deals with the digital economy and labour migration.As a rule, in accordance with the Memorandum, a joint working group is created, which includes representatives of the EEC and the authorities of the member States of the Union and the partner state. At the sites of the working groups, the parties have an additional opportunity to develop trade and economic contacts with the countries of the "far arc", especially with those with which there are no relevant bilateral mechanisms, for example, the intergovernmental Commission. In addition, the work of the working groups is a real opportunity to involve representatives of the business community in the integration agenda and various formats of cooperation. On the sidelines of the meetings of the working groups, usually held business forums.The format of the Memorandum with regional associations and international organizations provides an opportunity to deepen cooperation in order to exchange experience and study best practices, as well as promotes the positioning of the Union as a reliable and promising partner.
The EEC together with the EAEU member States are constantly working to deepen the integration and development of the EAEU. The Treaty on the EAEU of may 29, 2014 defines the directions of integration, as well as provides for a kind of action plan until 2025, providing for the formation of common markets for electricity, oil and gas, the creation of a single financial market.In addition, if the EAEU member States consider it necessary to include a new direction in the process of economic integration and reach agreement on this issue, the EEC, after receiving the relevant powers from the member States, is also working in this new area. Thus, within the framework of the EAEU, the digital agenda, which was not originally laid down in the EAEU Treaty, began to be actively worked out.At the same time, work has begun to improve the EAEU Treaty of may 29, 2014. Since August 2, 2016, a Joint working group has been functioning, which considers proposals from the EAEU member States and EEC departments aimed at the development of integration within the Union.So as of August 2017, more than 100 meetings were held, in which more than 300 amendments to the EAEU Treaty were considered.If all the parties of the EAEU support the proposed amendments, the Commission prepares amendments to the Treaty on the Union.More proposals for the development of integration are set out in the Analytical report of the EEC "on the implementation of the main directions of integration within the Eurasian economic Union" (http://www.eurasiancommission.org/ru/Documents/l 134377-8888612-8888677.pdf).In addition, the Eurasian economic Commission has issued a number of publications, such as "Eurasian economic Union: full guide to integration", "Eurasian economic Union. In accordance with paragraph 2 of The decision of the Supreme Eurasian economic Council of may 8, 2015 № 6 veterinary control (supervision) is canceled after the completion of the authorized bodies of other EAEU member States in the field of veterinary assessment (audit) of the system of inspections (inspection) of the Kyrgyz Republic by the decision of the Council of the Eurasian economic Commission on the approval of the results of evaluation (audit) of this system, confirming its ability to provide an appropriate level of safety controlled by veterinary control (supervision) of goods in mutual trade.Currently, veterinary control (supervision) on the Kyrgyz - Kazakh section of the state border has not been canceled. The adoption of this decision of the Council of the Eurasian economic Commission on this issue is delayed due to the lack of an agreed position between the competent authorities of the EAEU member States in the field of veterinary medicine.
